Aspire Flagship Sdn Bhd, a wholly-owned subsidiary of Menteri Besar Selangor (Incorporate) or known as MBI, is an agency entrusted to spearhead the HIS.

Halal International Selangor was established in 2016 with a mission “To create Halalan Toyyiban ecosystem that connects local and global stakeholders to halal trade and business opportunities”
HIS main objective is to develop human capital in halal through the program Halal Technical Competent Person (HTCP) and at the same to increase Halal Trading through the program and Halal Trade Delivery Assurance (HTDA) Hub.

Aspire Flagship Sdn Bhd is the lead agency for three initiatives of the Selangor Halal Action Plan (SELHAP). Complementing the SELHAP, Halal International Selangor carries 4 main pillars in the development of the halal industry in Selangor.
